Deep Space Nine, episode idea

It happens early in the series. First or second season. There is a  planet. The Planet is called Protowarpia its just outside Bajoran Cardassian space. The locals took in Bajoran refugees. They are a basically decent bunch of Alien. They have never been able to figure out warp. _Actually come to think of it. Make it just after Explorers Have the Protowarpians be one of the people the Bajorans came into contact with.
 Anyway Protowarpians get a nasty disease. Bajorans try to help them. They come up short. They ask the Federation for help. The prime directive get slapped down. Kira is fuming. Sisko agrees in private as does Bashir. The B plot, the Federation, is unhappy with Sisko's relationship with the Bajorans-The Emissary thing. There is a meeting, with the Admirality and politicians

Quark, shows up with the Vaccine.It was not that hard to replicate. In return for a favor He will save Billions.
