There are some real pieces of information in the film. The Marshal study :

But, when left to their own devices, the great majority of individual combatants throughout history appear to have been unable or unwilling to kill.’’
The results of this study are in dispute.

Its the last scene of Blackadder goes Forth. The only sane people in a mad world are the madmen.
It was a fun film. The cast seemed to enjoy themselves. Its not as clever as it thinks it is. Kevin spacey playing the villain is clearly having a lot of fun. Its a pantomime villain here
